    • Aadhaar Authentication means the process by which the Aadhaar number along with the demographic information or biometric information of a Aadhaar number holder is submitted to the Central Identities Data Repository (CIDR) for its verification and such repository verifies the correctness, or the lack thereof, on the basis of the information available with it.       Aadhaar seeding is a process by which Aadhaar numbers of residents are included in the service delivery database of service providers (In this Case the services provider is Bank) for enabling de - duplication of database and Aadhaar based authentication during service delivery.       Aadhaar linking is the process of manually punching the Aadhaar number into Bank database against the loan account (CIF) on basis of the self-attested Aadhaar copy submitted by the account holder.

      In case where Aadhaar is unavailable with loan accounts, Aadhaar Linking can be carried out and loan accounts with newly linked can be uploaded on the portal.

  2. What are we using in Mahatma Jotirao Phule Shetkari Karjmukti Yojna 2019 – Incentive phase?
    • • Aadhaar linked Loan accounts for uploading data on to the portal
    • • Details of loans availed by farmers from 01st April 2017 to 31st March 2020 which includes amount disbursed, principal amount repaid, interest component repaid, total amount repaid, date of disbursement, due date of repayment & date of repayment.
  3. Will aadhaar linking affect any of the existing Direct Benefit Transfers?
    • No, linking will not have any impact as it is a process of adding personal identification to CIF.
  4. What if the Aadhaar number is not linked with their bank accounts?
    • Banks need to publish lists indicating unlinked loan accounts at Bank Branches and at the village chavadi of all the villages covered under respective branch. Inform farmers via SMS or any other means of communication to submit their Aadhaar numbers in the Bank branch.
  5. In case of joint account do all joint loan account holders need to have Aadhaar number linked?
    • Yes, all joint account holders will need to have their Aadhaar number linked against their loan account.
  6. What is the definition of short-term crop loans as per Scheme?
    • Short term crop loans are Seasonal crop loans and loans under KCC. Crop loans taken against gold are not eligible under the scheme criteria.
  7. What are the cut off dates for short term crop loans which are considered in incentive phase of MJPSKY?
    • Financial Year As per GR dt. 29th July 2022/ Due Date. Alternate date for DCCB Banks
      2017-18 30th June 2018 Due Date as per Bank, whichever is later.
      2018-19 30th June 2019 Due Date as per Bank,whichever is later.
      2019-20 31st August 2020 Due Date as per Bank,whichever is later.

    • Farmers already benefitted under MJPSKY 2019 Waiver scheme will not be eligible for this scheme provided.
  9. Is the type of loan wherein disbursement period in a particular financial year but the loan is repaid before due date will be eligible for receiving incentive?
    • Yes
  10. What if disbursement has been done prior to the period mentioned in scheme but the account has been restructured in the period mentioned in scheme?
    • These accounts will not be eligible for receiving incentive.
  11. How do we upload the Joint Loan account details in the Data upload template?
    • Subhas and Kiran having joint loan account i.e., 123456789 with XYZ Bank with Total repaid is 1,80,000/-

      Please find below treatment to be provided for the same:

      • Loan Account Number should be same

      • Customer ID / CIF / PACS Membership No should be different

      • For all the joint account holders their Aadhaar number should be furnished separately

      • Sanctioned Loan Amount should be same for all joint account holders

      • Joint Loan to have “Y”

      • Disbursed or Restructured Amount field to have their respective share of amount.

      • In case of PACS joint account, Savings accounts of joint account holder should be different.

      • All joint account holder’s information should be furnished in the same file.

  12. What is the procedure to process deceased loans?
    • Inherited loans must be treated same as Joint loan accounts and flagged off as Joint loan = ‘Y’ with their respective shares

      Cases where loan has been inherited by single heir, should be uploaded as single loan account holder and joint flag = ‘N’

      In case of deceased loan accounts, heir / heirs to be identified as per banks prevalent procedures. In case of single heir, the said account will be of an individual which should be processed as individual account. Incentive will be given in heir’s savings account.

      In case of heirs of deceased loaner, all the heirs will receive share as per bank procedure. Therefore, such account should be processed as explained in the case of Joint Loan Accounts above.

  13. How to calculate incentive share of deceased?
    • The share of heirs should be decided by the banks as per their prevalent procedures.
  14. What if the loan repaid is more than Rs.50,000 for single loan account?
    • The incentive amount disbursed to every individual will not exceed Rs.50,000.
  15. Are joint loan accounts where loan is repaid in full is eligible for receiving incentive?
    • Yes. However, maximum incentive amount is capped at Rs.50,000 per individual or disbursed amount whichever is lower. E.g., If loan repaid is Rs. 30,000, the incentive will be Rs. 30,000 and if the loan repaid is Rs. 70,000 then the Incentive will be Rs. 50,000 as maximum amount of incentive per person is Rs. 50,000
  16. Do individuals who have a joint loan account of more than 2Lakhs, but individual share is less than 2Lakhs will he/she be eligible? And do we need to upload such accounts?
    • Yes
  17. Are farmers having multiple loan accounts eligible for the scheme?
    • Yes, farmers having multiple loan accounts are eligible for the scheme if all loans have been repaid as per scheme criteria
  18. How is the scheme structured to facilitate farmers who have multiple loan accounts?
    • Farmers having multiple loan accounts get benefit if he has repaid short-term crop loans in at least two of three financial year (2017-18, 2018-19, 2019-20) before stipulated time. For this purpose, bank will collect data of all farmers who have repaid loan in either of the three financial year since there can be a case that the farmer might have availed short-term crop loans from different banks in different years and repaid all. After data is uploaded, where farmers are observed to have repaid short-term crop loans in at least two of three financial year (2017-18, 2018-19, 2019-20) will receive incentive.
  19. How is First Come First Serve case implemented?
    • The first come first serve scenario is based on the time when the bank uploads the data and passes all the validations and exclusions, that means, the loan account with the earliest upload by the bank will be covered earlier whereas the account uploaded later will follow in a chronological order.
  20. How many officers does the bank need to appoint?
    • The banks need to appoint multiple officers, 2 at the headquarter level (1 Functional and 1 IT) and one at each district level
  21. What happens in the case where only some records pass validation?
    • Once the record is uploaded, it will be checked for all the cases for validation of the data uploaded against each field. If the data fails the validation criteria for any of the fields, the file will be shared back with the Banks after certain period and the Banks need to re-upload the correct data at the earliest.
  22. What is the minimum and maximum limit of the number of records that can be uploaded?
    • Maximum number of records that can be uploaded can be up to 5,000 per file.
  23. Will I get the option to download the Aadhaar Authentication lists in my login?
    • Option will be provided to download village wise and branch wise Aadhaar authentication list pertaining to individual Bank only.

  25. How can I translate the names from English to Marathi?
    • The names can be translated using the transliteration tool provided by the department.
  26. Can I manually type the names in Marathi by myself or by the system?
    • Yes, Banks can also manually type names in Marathi.
  27. In the village district and taluka field, do we need to upload the farmer details or the bank details?
    • The banks need to upload the district, taluka and details of farmer’s savings account.
  28. What is the number of decimal places rounding off to be done while updating the amounts?
    • The numbers must be rounded off to the nearest integer value with a precision of 0 decimal values
  29. Will the scheme exclusion lists be shared to the Banks?
    • No exclusion list or data will not be shared with the Banks.
  30. Once a grievance is generated do the banks need to furnish more data and supporting documents?
    • If the grievance is generated, the Bank District Nodal Officer will need to present the supporting documents to the DLC
  31. Once a grievance is generated, who is the decision taker for the grievances?
    • District Level committee will be the sole authority to take decision on all grievances, which will look at all the details and take an informed decision.
  32. Who can correct the data in cases where grievance has been generated?
    • The data that needs to be corrected will be decided by the DLC, the DLC after taking a decision will inform the banks to then correct the data in Banks records and accordingly DLC will update the status on the portal.
  33. Is there an undertaking required for authenticity of data uploaded and if yes is it one time or is it recurring?
    • Banks need to provide an undertaking for every excel file which needs to be uploaded.
  34. Are crop loans disbursed by PACS from their own funds eligible for the benefit under the scheme?
    • Yes. All such crop loans disbursed by PACS from their own funds are eligible under the scheme.
  35. What to do if I forget my password?
    • The password recovery facility will be provided to the user. User can get his / her password in system linked mobile number
  36. Can I use a same login simultaneously in 2 machines?
    • No. For the security reasons the same logins cannot be used simultaneously in 2 machines
  37. Can I upload a file from my smart phone?
    • No. File cannot be uploaded from smart phone
  38. What is the minimum system requirement in order to operate the portal?
    • 4GB RAM Minimum, Windows 7 or above, Latest Chrome or Firefox browser
  39. How much internet speed is required to operate the portal?
    • Minimum internet speed suggested per PC is 2 MBPS
  40. What is the process to correct an uploaded record? Can I update or modify an uploaded record?
    • Banks will be able to update the records uploaded on the portal at a stipulated time during the day within a period of 72 hours from the time on uploading the data. An auto alert shall be sent to the banks from the portal after 48 hours of upload as a reminder to confirm the uploading the data.
  41. How will the incentive get disbursed in case of DCC Banks and Commercial Banks?
    • The amount of incentive will be given directly in the savings account of the beneficiary farmer.
  42. Is there any mechanism for recovery in case of wrong disbursement?
    • In case it is observed that the incentive has been wrongly given to a farmer, such entry of benefit, in the records of the bank should be reversed by the Bank. The concerned bank should remit back such amount back in a separate account provided by the Co-operation Department.
  43. How will the login credentials be provided to various stake holders?
    • The login id will be created for each Bank and all other stake holders. Credentials will be shared through email on respective email addresses provided.
  44. Will there be multiple logins provided for each Bank?
    • Yes, Banks will get multiple logins. For the same Banks shall send request to Department. Department will take necessary action on the same.
  45. How will the Banks come to know if any online grievance is generated through portal?
    • Banks District Nodal officer can login to the portal and download or view various reports pertaining to grievances through portal. Banks District Nodal officer should login on daily basis to monitor his account for any grievance generated as he may have to furnish banks records to DLC.
  46. In case of re-uploading of data failed during validation, does one need to upload the entire file again or just the file with corrected records?
    • Records which do not pass-through validation will be shared back with Banks, Banks only need to upload the failed records with correction as required and no need to upload the entire file with all records again.
  47. Do all the error messages for the validations come at once for a record?
    • Yes. The template file will be validated and all error messages pertaining to respective records will be displayed at once only. Invalidate records with all reason/s will be shared back with the Banks.
  48. Can I change the sequence of columns in the template?
    • No. No changes in template are allowed.
  49. Are loans which were written off will be eligible for benefit under the scheme?
    • No. Banks should not upload any such written off accounts on the portal as these accounts are ineligible in the present scheme.

    • If a farmer having a loan account pertaining to CSMSSY in OTS category has not paid his share of OTS in earlier scheme, then the said account of that farmer which fulfils the criteria of the present scheme will be eligible under the present scheme.
  12. What if the account was covered in CSMSSY but was short claimed?
    • Short claimed accounts in CSMSSY which have received any kind of disbursement will not be eligible under this scheme
  13. In case of restructured loan accounts where instalments are not due as on 30.09.2019, will such accounts be eligible under the norms of the scheme?
    • These accounts will not be eligible since there is no overdue as on 30th September 2019.
  14. In case of KCC accounts where amount get overdue after 1 year only, all accounts which were disbursed between 1st Oct 2018 to 31st Mar 2019 will be eligible?

    • Farmers having multiple loan accounts of total amount in all accounts is more than 2 Lakh rupees will be benefitted on First Come First Serve basis up-to a total amount of 2 Lakh rupees.

    • Yes, farmers having multiple loan accounts are eligible for the scheme for an amount up-to a total of 2 Lakhs. Even if the farmers have accounts in multiple banks and total of all accounts is more than 2 Lakhs but individual loans are below 2 lakhs, they are covered under the scheme benefit up-to a total amount of 2 Lakhs, however if any account is more than 2 Lakh rupees, then the information of that account will not be uploaded as it will not be eligible.

  33. How can I translate the names from English to Marathi?
    • The names can be translated using the transliteration tool provided by the department.
  34. Can I manually type the names in Marathi by myself or by the system?
    • Yes, Banks can also manually type names in Marathi.
  35. In the village district and taluka field, do we need to upload the farmer details or the bank details?
    • The banks need to upload the district, taluka and village of the farmer and NOT of the Bank branch.
  36. What to do if the sanctioned loan amount is more than 2Lakh rupees?
    • If sanctioned loan amount is more than 2Lakhs but as on 30th Sep 2019 total overdue is below 2Lakhs than the loan will be eligible for the scheme.
  37. What if the principal amount is less than 2 Lakhs but the total overdue amount is more than 2Lakhs?
    • Total Overdue = Overdue Principal + Overdue Interest. Total Overdue should be less than 2 lakhs as on 30th Sep 2019 and all accounts which have Total Overdue above 2lakhs only are not covered under the current scheme.
  38. What is the number of decimal places rounding off to be done while updating the amounts?
    • The numbers must be rounded off to the nearest integer value with a precision of 0 decimal values
  39. If the Banks waive off amount over 2Lakhs to make it less than or equal to 2Lakhs, will these accounts get benefitted?
    • No, only accounts with total overdue equal to or below 2 lakhs will be eligible.
  40. What about the interest accrued after 30th September till the date of disbursement?
    • Banks should not be charging any interest post 30th Sep 2019, as agreed in special SLBC conducted on 3rd Jan 2019
  41. How much, if any are the processing fee or handling charges?
    • Banks should not be charging any kind of processing / penal / handling charges post 30th Sep 2019, as agreed in special SLBC conducted on 3rd Jan 2019
  42. Will the scheme exclusion lists be shared to the Banks?
    • No exclusion list or data will be shared with the Banks.
  43. Once a grievance is generated do the banks need to furnish more data and supporting documents?
    • If the grievance is generated, the Bank District Nodal Officer will need to present the supporting documents to the DLC
  44. Once a grievance is generated, who is the decision taker for the grievances?
    • District Level committee will be the sole authority to take decision on all grievances, which will look at all the details and take an informed decision.
  45. Who can correct the data in cases where grievance has been generated?
    • The data that needs to be corrected will be decided by the DLC, the DLC after taking a decision will inform the banks to then correct the data in Banks records and accordingly DLC will update the status on the portal.
  46. Is there an undertaking required for authenticity of data uploaded and if yes is it one time or is it recurring?
    • Banks need to provide an undertaking for every excel file which needs to be uploaded.
  47. Clarification for Q41:
    • Banks should not include any kind of processing fee, penal interest, legal charges or any kind of handling charges, etc. while furnishing information in the template in column 23 to 25 of Annexure 2, as the same was agreed by all the Banks in the special SLBC meeting conducted on 3rd Jan 2019
  48. What about the cases where amount was overdue on 30th September 2019, but farmer has repaid fully or partially the amount?
    • Farmer will be eligible for the benefit under the scheme. Total overdue amount as on 30th Sep 2019 will be credited to his/her savings account.
  49. What actions need to be taken in cases where loan accounts are linked with joint savings account specially where CIF is not available? e.g. PACS
    • In case of joint accounts in PACS all the loanees should link their loan account with their individual Savings Bank account. In case any joint account holder/farmer doesn’t have individual savings bank account, Banks need to make sure that farmer opens a new individual savings account before uploading the data on the portal.
  50. Are crop loans disbursed by PACS from their own funds eligible for the benefit under the scheme?
    • Yes. All such crop loans disbursed by PACS from their own funds are eligible under the scheme.
  51. After adding the premium of crop insurance, the overdue amount of crop loan as on 30.9.2019 is more than Rs. 2 lakhs. Will such loan accounts be eligible for the benefit under the scheme?
    • In such cases, as the overdue amount of crop loan as on 30.9.2019 is more than Rs. 2 lakhs, the said loan account is not eligible under the scheme. Such loan accounts should not be uploaded on the portal.
  52. What to do if I forget my password?
    • The password recovery facility will be provided to the user. User can get his / her password in system linked mobile number
  53. Can I use a same login simultaneously in 2 machines?
    • No. For the security reasons the same logins cannot be used simultaneously in 2 machines
  54. Can I upload a file from my smart phone?
    • File cannot be uploaded from smart phone
  55. What is the minimum system requirement in order to operate the portal?
    • 4GB RAM Minimum, Windows 7 or above, Latest Chrome or Firefox browser
  56. How much internet speed is required in order to operate the portal?
    • Minimum internet speed suggested per PC is 2 MBPS
  57. What is the process to correct an uploaded record? Can I update or modify an uploaded record?
    • Banks will be able to update the records uploaded on the portal only once within a period of 72 hours from the date. An auto alert shall be sent to the banks from the portal after 48 hours of upload.
  58. In case of KCC accounts if the farmer repays the interest on crop loan availed before 1st April 2015 and renews his loan account and avails crop loan within sanctioned KCC limit in addition to the outstanding principal, will the overdue amount be eligible for the scheme.
    • Yes, if the crop loan account is renewed after 1st April 2015 and the overdue amount is less than 2 Lakhs including Principal + Interest as on 30th Sep 2019
  59. If the account is NPA, and disbursement after haircut calculation is done, what is the process flow which needs to be followed for settling such accounts specially in case of direct disbursement in such accounts?
    • Commercial Banks need to settle such NPA accounts within 48 hours of receipt of funds in the bank branch.
  60. How will the money get disbursed in case of DCC Banks and Commercial Banks?
    • In case of commercial banks, the amount of loan waiver benefit will be given directly in the loan account of the beneficiary farmer. However, in case the farmer is a borrower of a PACS, then the amount of benefit under the scheme will be given in the account of PACS, maintained in the branch of DCC/ commercial banks.
  61. Is there any mechanism for recovery in case of wrong disbursement?
    • In case it is observed that the loan waiver benefit has been wrongly given to a farmer, such entry of benefit, in the records of the bank should be reversed by the Bank. The concerned bank should remit back such amount back to the Government.
  62. How will the login credentials be provided to various stake holders?
    • The login id will be created for each Bank and all other stake holders. Credentials will be shared through email on respective email addresses provided.
  63. Will there be multiple logins provided for each Bank?
    • Yes, Banks will get multiple logins. For the same Banks shall send request to Department. Department will take necessary action on the same.
  64. What are the timelines to update the ledger on the portal?
    • Banks must update the ledger provided on the portal within 48 hours from the date of receipt of funds.
  65. How will the Banks come to know if any online grievance is generated through portal?
    • Banks District Nodal officer can login to the portal and download or view various reports pertaining to grievances through portal. Banks District Nodal officer should login on daily basis to monitor his account for any grievance generated as he may have to furnish banks records to DLC.
  66. In case of re-uploading of data failed during validation, does one need to upload the entire file again or just the file with corrected records?
    • Records which do not pass through validation will be shared back with Banks, Banks only need to upload the failed records with correction as required and no need to upload the entire file with all records again.
  67. Do all the error messages for the validations come at once for a record?
    • Yes. The template file will be validated and all error messages pertaining to respective records will be displayed at once only. Invalidate records with all reason/s will be shared back with the Banks.
  68. Can I change the sequence of columns in the template?
    • No. No changes in template is allowed.
  69. Are loans which were written off will be eligible for benefit under the scheme?
    • No. Banks should not upload any such written off accounts on the portal as these accounts are ineligible in the present scheme.
  70. If the crop loan is restructured or re-restructured and is overdue on 30 Sept 2019, how should the interest be calculated?
    • If the crop loan is restructured or re-restructured and is overdue on 30 Sept 2019 then the interest should be calculated on the entire restructured / re-restructured amount up to 30 Sept 2019 and not on the overdue instalment of the restructured / re-restructured loan.
